A TA article. Only this opening is OA: "OPEN access to research papers and study materials has great benefits for the public, scholars, universities and governments. Yet while all Australian universities have a digital repository, many don't use them fully.
We need a coherent public policy on open access, which should be led by universities, CSIRO, the National Library of Australia, the Australian Research Council, the National Health and Medical Research Council and the Innovation Department...."
