"The European Commission Green Paper proposes major changes to EU research and innovation funding to make participation easier, increase scientific and economic impact and provide better value for money. SPARC Europe has prepared its submission together with LIBER....[From the submission itself:] Europe has a well-developed system of Open Access repositories which can store and make available the outputs of research programmes. The EU should support and enhance the further investment and development of the operational repository network established in the FP7 Open Access Pilot (as supported by the developments of the OpenAIRE project). This should be complemented by the development of standards supporting the interoperability with national repository-based e-infrastructures (as for example supported by COAR, the Confederation of Open Access Repositories). The EU should support projects that explore the sustainability of alternative publishing models, promote open scholarship, pave the road for new research assessment and quality measurement models and enhance competition in the Scholarly Publishing market. The EU should stimulate initiatives which make the case for Open Access in the researchers’, university management and funding agencies’ communities...."
