The state has already anchored the topic of open access in its legal framework through Section 48 of the State Higher Education Act and the key parameters for university development. The state parliament also addressed the issue in 2024 and adopted a corresponding resolution. In addition, the federal and state governments have developed joint open access guidelines.

The term open access, originating from English, means "free access." In doing so, we strengthen accessibility, participation, visibility, and innovation. Free access enables deeper dialogue and knowledge transfer between science, society, and the economy."
