CLEAN POWER PLAN: Mich. says it needs more energy savings to handle coal closures

Michigan should be able to meet federal climate standards without paying higher energy prices, but the state may need to better incentivize energy-saving programs in order to avoid power outages as coal plants retire, officials said yesterday.
