On Monday, July 15th, the Department of Homeland Security (DHS) launched its Quadrennial Homeland Security Review (QHSR) Community of Practice (CoP). "The CoP is a collaboration site for emergency management and homeland security professionals to contribute to the QHSR." The QHSR was mandated by Congress after the passage of the Implementing Recommendations of the 9/11 Commission Act of 2007. The QHSR aids in identifying the importance of the homeland security enterprise, and also addresses the threats facing our nation and the strategic response.

From the QHSR Team: "DHS has launched its QHSR Community of practice and will continuously post questions and materials throughout the QHSR studies and analysis phase of the review. We encourage you to provide feedback throughout the multiple rounds of postings related to the QHSR study topics, insights about risks and threats, and the homeland security goals."

During this initial round, the first set of questions is related to two QHSR study areas: 1. Securing and Expediting Flows of People and Goods — The initial postings on "Flows" will revolve around trends that impact the flow of people and goods and how those trends impact homeland security stakeholders. 2. Governance in the Homeland Security Enterprise — The Public-Private Relationship — The initial postings on "Partnerships" will focus on soliciting examples and write-ups of public private partnerships that homeland security stakeholders have experienced — to include what works and what does not work.
