257th Open Access Mandate: Iceland

Summary:

As of January 2013, scientific publications based on research projects funded entirely or partially by Rannís must be published in open access (OA). Rannís encourages scientists to publish their work in "gold" OA journals which provide immediate OA to all articles at the time of publication. Many conventional subscription-based journals give authors the option of paying a one-time fee to place individual articles in open access. Rannis supports either model and grantees can apply for support from the Rannís publishing fund to cover some or all of the associated costs. If a decision is made to publish research findings in a non-OA journal, the Rannís OA mandate may be met via publication in an open digital repository along with publication in a traditional subscription journal ("green" OA). The final manuscript after peer review (the postprint) shall be deposited in the repository. If the journal's policy on self-archiving does not allow repository-based publication of postprints, immediately or within a maximum 6 month embargo period, the author shall obtain an exception from the policy or else seek another venue to publish in. Only in special cases will Rannis make exceptions to this requirement and allow up to a 12 month embargo after publication in a closed subscription-based journal. The work should be deposited in a repository as soon as it has been accepted for publication, no later. This applies even in the case of an embargo, in which case the work can be stored temporarily in closed access in the repository and subsequently moved to open access at the end of the embargo period.
