The evidence shows that strong mandates provide high Green OA rates (over 70% within two years) at no extra cost. Hence the RCUK -- in wasting scarce research funds on double-paying for Gold OA (for the UK's outgoing 6% of worldwide research plus subscriptions for the incoming 94% from the rest of the world) instead of strengthening its compliance assurance mechanism for cost-free Green OA -- would be recklessly throwing away money, time, and OA.
