Summary:

How achieving the aim of 100% accessibility to the results of publicly-funded scientific research as soon as possible ? Such is the question raised by the European Commision in its recommendation1 on 17 july 2012 in which member states are invited to adopt a position on a statewide open access policy to their research results.
