The European Commission is levying an 11.8 percent duty on Chinese silicon wafers, solar cells and solar panels until Aug. 6, when the tariff will jump to 47.6 percent and last four months. By Dec. 5, the commission will have to decide whether to set permanent tariffs that will last five years.
