ACE Letter on the National Defense Authorization Act

On September 21, 2023, ARl joined a letter by the American Council on Education (ACE) asking members of the Congressional Armed Services Committee to strike certain provisions from the bill. The proposals at issue are Section 214, which would require institutions to disclose personal information on a public website for DOD-funded researchers, and Section 809, which would require a cost share of not less than 25 percent from a non-federal cost share for awards funded under DOD research, development, testing, and evaluation. The provisions are ostensibly aimed at addressing research security, but as ACE notes, they would be problematic for universities to implement.
