Under the signatures of James Billington, Librarian of Congress, and Maria Pallante, Interim Director of the Copyright Office, a letter (dated April 1 2011) has been submitted to Congress in light of the opportunity afforded by the rejection of the Google Book Settlement to comment on digitization and the legal framework.
