State Net Capitol Journal: “Twenty-four states have a process allowing citizens to propose and submit statutes and/or constitutional amendments for approval by the electorate or legislature, according to the Initiative & Referendum Institute. Republicans control the legislature and governor’s office in 13 of those states, while Democrats control those two branches in just three states, with the governments of the rest divided between the two parties.
