SOLAR: W.Va. net-metering decision delayed

A decision affecting rooftop solar users in West Virginia has been delayed for at least two months, as the state's Public Service Commission pushed back the date to decide over arguments about net metering -- the excess green energy rooftop solar users sell back to the grid.
