The administration of justice under emergency conditions

New York City Mayor John Lindsay in March 1969 appointed an Ad Hoc Committee on the Administration of Justice under Emergency Conditions, which created a plan designed to prepare the City's criminal justice system for the demands that a civil disorder might impose. Under a contractual arrangement with the police department, the Vera Institute of Justice undertook to develop the program. In the ensuing ten months, Vera worked with the various criminal justice agencies to develop and coordinate comprehensive emergency plans.
