Swiss National Science Foundation (SNF) assesses scientific track record only by open access publications
The Swiss National Science Foundation (SNSF ) supports research projects in the millions. Only good people and good projects should be supported. Projects are assessed according to content criteria .but also according to the track record of the researchers and scientists . The track record allows estimating the future performance from past work. According to the principle , who has done good work in the past will do so in the future.
The performance is evaluated on the basis of published research articles . Unfortunately, it is now so that not all research articles are freely accessible. So also research funding institutions can not consider all research publications directly for evaluation. Items must be purchased or even journals are subscribed . Subscriptions to professional journals can quickly cost several millions. For research funding this is a waste of money. this money could be better spent on projects.
