Summary:
the ADV / KIHd concept described--capturing teacher observations throughout the day using a tablet or other portable device--is not that new--Wireless Generation (now Amiplify) was developing similar systems back in 2009-2010 (dates may be off here). Not sure what happened to their R&D on that, though it was shown to me back then. A chat with Mo Riza or Larry Berger might be good.
Vic (author of the white paper) is an old pal from political circles--can easily be reached.
addtl notes--noting that the whitepaper underlines a secondary motive (or even primary) behind common core--it makes it easier for device makers (and product designers/publishers) to input standards (rubric in this case) across domain--the advantage is sold as a benefit to teachers but it is actually a benefit led by systems/tech/processes in many ways.
one thing not addressed--given that the data is admittedly "ad hoc" using natural interaction throughout the day--it won't be consistent across teachers / or even student s in given classroom. All good for intended observation purpose but once "shared" how will it be used or "misused" to represent the student--how would another teacher/principal etc interpret once divorced from context?
