Allow "Fine" position to be in mid-measure instead of at end

The proper place for a "Fine" position is often at one of the endings of an earlier part, but those endings often include pickup notes. A "Fine" includes the entire measure. If you pull it to the left to mid measure, the entire measure is omitted in playback. Sibelius should honor a mid-measure placement for "Fine" and allow the measure's notes up to that point to play in playback, and then stop. I encounter this situation constantly in my genre of music and the workarounds are very messy.
