Tremolos don't always follow the Engraving Rules

I'm trying to reproduce the tremolo seen in the attached picture. I have set tremolos to "Outer Tremolo Touching Stems" in the Engraving Rules. This produces the expected effect for half notes, but not for quarters or dotted quarters. Am I missing a setting somewhere?
