Incorrect Notation - Minim (Half Note Rests) in 3/4

Summary:
Gardner Read's "Music Notation - A Manual of Modern Practice" is categorical on the use of minim (half note) rests in 3/4. They're incorrect and should be replaced by two crochet (quarter note) rests (page 99). Elaine Gould's Guide to Music Notation "Behind Bars" is in complete agreement with this rule (page 161). However, Sibelius 6 through to 7.5 does not appear to recognise this notational precept. Not only is it possible to enter minim rests in 3/4 but if I enter minim notes on the first beat or on the second beat and then highlight and delete them, they are replaced with minim rests. However, Sibelius is not entirely consistent - if I enter two crochets on the first beat of 3/4 and then highlight them in a blue box and delete them, they are replaced with a minim rest. If I do the same with two crochets, starting on the second beat, highlight them in a blue box and delete them, they are replaced with two crochet rests and NOT a minim rest. Since the whole point of Sibelius is to arrive as easily and quickly as possible at a correctly notated score in accordance with internationally accepted notational rules, I believe this is a basic notational error which should be corrected as soon as possible so that the default setting prevents any use of minim rests in 3/4.
