Small staff sizes have extra spacing

This is a bug. When you decrease the size of a staff (e.g. Inspector Staff Size > Extra Small 0.15"), the spacing between the staff is not scaled. For example, go to Engraving Rules > Staves and set all the spaces in the Layout section to 0. Staves which have been reduced in size will still have spaces between them. Staves which are full size will touch (as expected). When creating a piano score, for example, this means that the spacing of the other instruments is quite loose (or, vice versa, the spacing of the piano grand staff is tight. In the attached images, the first image shows the problem. The second image shows the same section of the score with all the staves at the same size—the problem disappears.
