Allow for consistent title pages

Summary:

Title pages are created with two or three text styles: Title (on blank page), Composer (on blank page) and Instrument name at top left (on blank page). The styles can be defined so that the font size is absolute and not influenced by the staff size. The text position, however, is always influenced by the staff size. What's worse is that there is no precise method of positioning the text. While I consider this a bug, this could be viewed as correct, but unhelpful, behavior. So here are some suggested features: * For text styles, allow the vertical placement to be absolute. In my case, the vertical placement is stated to be 115 mm from the top margin (for the title style). It would be fine if this actually was 115mm (or whatever number I entered). I suppose this could be viewed as a bug. * Provide some sort of rulers for the title page text so it;s position could at least be accurately determined. * Report the text's position in the inspector. I usually find the inspector be useless. In this case, the X,Y offset of the text has no relationship to or effect on the text's position. * If I drag the text to a new position and then click on Layout > Reset Position, I would expect the text to go back to it's default position. In fact, it doesn't move. This could be considered a bug.
