Why does switching sound IDs send CC#7 ?

Using sound IDs to trigger different articulations by channeling them to another instrument seems to have a lot of promise, but I am thwarted by the implementation. If I have a french horn instrument in my configuration setup (brass.horns.french horn) on MIDI 1 and I have another instrument to implement the staccato (brass.horns.french horn.staccato) on MIDI 2, adding a staccato marking to a note on the French Horn staff will indeed cause that note to be played by the staccato voice (MIDI 2) instead of the normal voice (MIDI 1) ... but for some reason, Sibelius decides to reset the volume (CC#7) of both voices. I no longer have control of Channel Volume if I try to use this feature, making it useless.
