MP3-export directly in Sibelius

Although a lousy quality mp3 became a standard in the internet.... It's time to implement this as a possible export-format. Add an option-field where user can select either wave or mp3 and depending on this selection a property-field will appear where one can set quality, bit-rate, etc....
