Summary:

From Google's English:

"The Monitoring to the Transition to Open Access report provides an overview of open access in the United Kingdom. This report was commissioned by the UK Open Access Coordination Group set up, following the 2012 Finch Report , to support the transition to open access for articles published in journals. A first report was published in August 2015 to collect data on the key features of this transition. This second report builds on these results and looks at trends over the past period."
