"For several months, the relevant trade magazines have been discussing the so-called "Plan S". The goal of this plan, originally written by 11 European national research funding organizations and published on 4 September 2018, is to bring more momentum to the Open Access movement. Under the name cOAlition S, a radical proposal was propagated in July 2018 at the EuroScience Open Forum (ESOF) conference in Toulouse. According to them, these national research sponsors only want to give money to those who make their research results freely accessible in open access specialist magazines. This Plan S is supported by top science policy bodies, such as the European Research Council (ERC) and the European Commission."
