"The National Research Agency (ANR) is pursuing its policy in favor of free access to publications through the adoption and forthcoming application of the Rights Retention Strategy established by cOAlition S, a European initiative of which it is a partner. This strategy represents a new stage in the implementation of Plan S, which aims at full and immediate access to scientific publications resulting from research work financed by public funds. It must allow open access, without embargoes, to scientific publications through the use of the Creative Commons CC-BY license."
