Summary:

The German anti-discrimination agency published a translated version of its excellent report on algorithmic discrimination, originally released in German last October. They reviewed 47 cases studies (only 6 of which, unfortunately, focus on Europe) and plenty of academic literature on the topic. They offer a precise yet comprehensive overview of why algorithmic discrimination matters, what it looks like and how it can be observed.

They conclude by advocating strongly for more research and investigation powers for anti-discrimination authorities. In particular, they suggest that operators of online services should document how they ensure that they respect anti-discrimination legislation. They also argue that the current legislation, which puts the burden of identifying discrimination on affected individuals, cannot work for online platforms, where users have no way to compare their experience with that of others.
