CAPES began its participation in the 4th Action Plan of the Open Government Partnership (OGP). Launched in 2011, this international multilateral initiative currently counts with the participation of 75 countries. Its objective is to promote greater transparency in government information and acts, involving social participation, combating corruption, fostering innovation and the use of new technologies, in order to strengthen democratic governance, bringing governments and citizens closer together.

Every two years, the OGP countries develop National Action Plans to develop certain areas in relation to the challenges proposed by the Partnership. In the 4th Plan (2018-2020) ten themes / challenges were prioritized. "Innovation and open government in science" was one of them.

Representatives of CAPES, the Brazilian Agricultural Research Corporation (Embrapa), the Oswaldo Cruz Foundation (Fiocruz), the University of Brasília (UnB), the Brazilian Institute of Science and Technology Information (IBICT), the National Council for Scientific and (CNPq), the National Network of Teaching and Research (RNP) and the Open Knowledge Brasil have developed the "Commitment to establish scientific data governance mechanisms for the advancement of open science in Brazil"...."
