Abstract: This report discusses the strengths and weaknesses of the major strategies aiming to foster, monitor and enforce OA to scholarly literature and research data that have been employed in the European Research Area (ERA), Brazil, Canada, Japan and the US from 2000 onwards and highlights prominent examples. The report shows that the prevalence and success of the approaches used vary widely across the examined countries.
