In drei Förderschwerpunkten werden die Open-Access-Transformation durch den Auf- und Ausbau geeigneter Publikationsinfrastrukturen unterstützt und die (Weiter-)Entwicklung struktureller Rahmenbedingungen des Publikationswesens gefördert. Im ersten Schwerpunkt „Strukturbildung für die Open-Access-Transformation“ sollen insbesondere Projekte zur Modellentwicklung und Standardisierung von Transformationsverträgen gefördert werden. Im zweiten Schwerpunkt „Open-Access-Infrastrukturen“ werden Vorhaben zum Auf- und Ausbau qualitätsgesicherter, überregional relevanter Publikationsplattformen unterstützt, und im dritten Schwerpunkt „Digitales Publizieren“ können innovative Techniken und Verfahren für das wissenschaftliche Publizieren entwickelt, umgesetzt und erprobt werden. Antragsberechtigt sind Wissenschaftlerinnen und Wissenschaftler sowie Angehörige von wissenschaftlichen Informationsinfrastruktureinrichtungen wie Bibliotheken, Archive, Museen, Rechen- und Medienzentren u. ä., sofern diese Einrichtungen gemeinnützig sind.
