Summary:

Virgilio Almeida and Alexander Klimburg discuss norms in the governance of cyberspace.

Abstract: Norms are useful because they represent agreed or expected behaviors. This paper discusses how technical and policy norms, formulated by multistakeholder bodies, can be used to enhance the governance of cyberspace and contribute to achieve cyber stability, which represents an ideal state where "all actors are free to enjoy the benefits of cyberspace without fear."
