"...This workshop will identify key barriers for DPI to be successfully implemented, with an initial emphasis on vendor lock-in as a particularly important challenge to digital sovereignty. ID4Africa in its 2018 report identified vendor lock-in as one of the largest concerns among national identity authorities in Africa. Many countries have experienced this challenge as they have entered into long-term contracts with companies to deploy proprietary technologies, with limited flexibility and large, sometimes unexpected fees occurring when there is a need to make changes not explicitly referred to in the contract. Additionally, these contracts often inhibit the ability to build local IT capacity and local vendor ecosystems around the products; limits data sovereignty as sometimes the collection, use, and storage..."
