This article introduces the state of Open Access academic journals in Cuba, highlighting some challenges. For example, "some of Cuba's electronic journals are inaccessible or take a long time to load, and some are not participating in the ... [SciELO, RedALyC, DOAJ] academic information platforms. Furthermore, Cuba has a long-standing problem of not being able to assign DOIs... there have been no cases of DOI registration [by Crossref] for Cuban academic journal articles, and there are concerns about the high registration fees... There is a reported case in which the editorial department of a Cuban medical journal requested DOI registration services from Crossref, but was refused due to the US State Department's prohibition on direct contact with Cuba... Web of Science and Scorpus, require journal articles to be indexed with a DOI, so Cuban electronic journal articles have no opportunity to be referenced in these databases."
