Summary:

This is the Norwegian Strategy for scientific publishing after 2024. 

With a mandate from the Long-Term Plan for Research and Higher Education 2023 – 2032 (LTP), a working group was established consisting of members from the Association of Norwegian Research Institutes (FFA), Universities Norway (UHR), the Regional Health Authorities (RHF), the Norwegian Agency for Shared Services in Education and Research (Sikt), the Norwegian Directorate for Higher Education and Skills (HK-dir), and the Research Council of Norway (also serving as the secretariat). The group was assigned the task of assisting the research institutions in Norway in developing a strategy for scholarly publishing post-2024. This initiative stemmed from FFA and UHR, aiming to engage in dialogue with authorities regarding the implications of national goals and guidelines for open access to scientific articles after 2024, the timeframe the government has targeted for all publicly funded research to be openly accessible. The results of this work are presented in this report with accompanying recommendations.
