Summary:
Shin Eun-jung, the Head of the Basic Research Policy Center at South Korea’s government-funded Science and Technology Policy Institute (STEPI) calls for exploring new frameworks and indicators to evaluate scientific research in Korea, with greater emphasis on research quality rather than quantitative achievements alone.
Note: Research evaluation reform has not yet been properly initiated at the national level in Korea. International initiatives such as the San Francisco Declaration on Research Assessment (DORA) have also gained limited traction among Korean research organizations. As of August 2026, only nine Korean organizations are listed as DORA signatories, with no institution-wide adoption by Korea’s leading universities and only one government-funded national research institute, the Institute for Basic Science (IBS), among the signatories.
