Unlocking knowledge: diamond open access publishing - UNESCO Digital Library

Diamond Open Access (OA) is an equitable scholarly publishing model that treats knowledge as a digital public good, with no fees for readers or authors. Built on shared infrastructure, open licensing, and community governance, it supports non-profit, academically driven publishing while allowing commercial providers to deliver specific services. Like Open Educational Resources (OER), Diamond OA promotes equitable access, collaboration, and multilingual knowledge sharing. It can strengthen national and institutional Open Access strategies while connecting OER, Open Data, and open research software into interoperable knowledge ecosystems. This brief examines Diamond OA infrastructure and provides practical policy guidance for Member States and institutions.
