In a report released Friday, October 24, the Academy of Sciences promotes the evolution towards an institutional public access system. Explanations Denis Jerome, President of the Physics section ... The Academy proposes to develop an open access to centralized bargaining model or institutional open access (IOA). This is essentially to extend the golden model, but by imposing a centralized bargaining expenses. The full subscription of public research budgets would be tilted aids publication in open access journals.  Given the complexity redistribute credits allocated to each laboratory for subscriptions in aid to publication costs, and also to ensure that each author remains isolated with publishers, it would centralize the negotiation and establish a kind of 'global license' with an annualized rate plan negotiated between the government and each editor. The Couperin consortium, which already manages the majority of public subscriptions in France, could assume the role of single contact publishers ... First, to meet the immediate and free access to all scientific publications validated, objective ethical and moral time goal. Then clarification and cost control, negotiation taking place with a single actor at the national level, based on an amount clearly identified between 'big' publishers and 'large' consumers. Note that publishers are not harmed, the transition from subscriptions to credit credits publication by constant budget (approximately EUR 100 million). Finally, this system involves the establishment of a list of approved journals, participating in the overall agreement, which would have excluded predators journals and those with a policy of profit too pronounced. Researchers remain course free to publish in approved journals of their choice. Aid, limited, must be planned for publication in certain journals wishing or unable to return to the blanket license ..."
