"In fall of 2009 the Joint Committee of the German Research Foundation (DFG) approved the establishment of a support program for open access publishing. Since then German universities have received subsidies to develop permanent publication funds which pay the fees for open access articles by the respective university’s authors. After a brief summary of the goals of this program and the procedures for applying to it, the article describes how similar structures and quasi-standards have been developed during the implementation of the approved projects at 25 universities to date, as well as how structural stimuli for the »golden path« of open access have resulted from the DFG’s program."
