It evaluates, negotiates and organizes the purchase of digital information resources for the benefit of those - it. It builds and develops a national network of expertise and exchange for the acquisition and exploitation of electronic resources.   The manifesto Couperin advocates 'information and scientific publishing service research, higher education and democracy.'
