A recent report called Developing an Effective Market for Open Access Article Processing Charges aims to address some of these issues. The Report, by Professor Bo-Christer Björk of the Hanken School of Economics, Finland, and Professor David Solomon of Michigan State University, USA, is intended for research funding organisations and policy makers.
