"The Open Science Monitor aims to measure progress in open access (OA) to scientific resources: publications, data and code. Its first edition in 2019 by the Ministry of Higher Education, Research and Innovation focuses on scientific publications."

Following the adoption of the Act for a Digital Republic, which allows self-archiving in open archives, France committed in 2019 to implement the principles of Plan S, which seeks to accelerate the transition to full and immediate openaccess to scientific publications: “publications funded by public funds must be freely and immediately accessible in journals or open access platforms or in open archives from January 2021”.

The proposed contract models between authors and publishers have been drafted  for scholarly publishing. They are designed for journals and monographs, taking into account the specific features of each publication type (print and/or digital). The publishing contracts define the obligations and rights authors and publishers. Clauses placing these models in the context of open science and Plan S have been introduced.
