Summary:
The issues of openness and access to the results of scientific research have been addressed in various ways in Italy, at different times and in different ways, without ever being able to produce a national plan that would lead to organic interventions, without developing strategies or a specific plan or a vision that is not merely a vague echo of what is happening in Europe or what research funding bodies (primarily the European Commission) require.
It has not been understood that policies are the culmination of a radical change in the practices of various research communities, a change that involves the entire cycle of research planning, implementation, validation and evaluation, which apparently includes the issue of rights of the authors and those of the readers and which is the only possible way of doing science.
Certainly, funding bodies have made some communication errors, which have imposed certain rules without concern for the context (which can be briefly defined as 'publish or perish').
There are no one-size-fits-all solutions, but what has been done so far in Italy is insufficient and has failed to change the practices of researchers in terms of transparency , reproducibility of collaborative research and sharing of results.
The following study is the description of the path (still in progress) taken by the University of Milan towards a cultural change aimed making open science a reality.
